      community-oriented Low Power FM radio stations (Docket 99-25)

·         Co-founded and led The Amherst Alliance:  a Net-based advocacy group

·         Interviewed by WIRED, RADIO WORLD, MIDWEST TODAY, others

·         Despite intense opposition, achieved goal of LPFM licensing within 3 years

·         Lobbied successfully for amendments to weaken a Congressional counterattack on FCC’s approval of LPFM licensing

 Policy Advisor, Global [Climate] Change Division, U.S. Environmental Protection Agency, Washington, DC.   1990-1992.     Served on 3-person team that established, and marketed, U.S. EPA’s popular Green Lights program for voluntary energy conservation.

 Government Relations Executive:   American [Natural] Gas Association, Arlington, VA.     Director of State, Local and Coalition Relations.  1988-1990.    Executive Assistant to Vice President, Government Relations.  1984-1988.    Director of Legislative and Regulatory Affairs.   1979-1984.      Counsel for Legislative and Regulatory Affairs.   1978-1979.    Represented over 250 natural gas and utilities.   Worked with CEO-level Board of Directors, and member company advisory groups, to develop and pursue industry’s top 3 government priorities for the 1980’s.   All 3 goals achieved by 1986.  

Wrote and/or delivered testimony, and authored formal filings, for Congress, FERC, DOE/ERA, U.S. EPA.  Edited Government Relations portion of weekly newsletter.  Managed and marketed AGA Annual Seminar, boosting revenues in 1st year by 150%.  Successfully lobbied for new state government programs:  CA, TX, other Western States.  Topics:   Wellhead natural gas production, powerplants, natural gas and electric vehicles.
